That the minutes of the Aboriginal Consultative Committee Meeting held on 19 March 2019, be confirmed

4.       Presentations

4.1       LOW COST HOUSING FOR ABORIGINAL PEOPLE IN THE PARKWOOD/GINNINDERRY DEVELOPMENT

SUMMARY

At its March 2019 meeting the Aboriginal Consultative Committee determined to invite David Maxwell from the Ginninderry Joint Venture to address the matter of inclusion of low cost housing for Aboriginal people in the Parkwood/Ginninderry Development.

Mr Maxwell’s presentation covered:

·                The Project’s approach to housing provision

·                The different approaches being taken by the ACT and NSW governments

-                 The ACT has approved 6,500 dwellings and is requiring that 6.5% of these (420) are allocated to social housing

-                 The strategy proposed for NSW is yet to be approved by the State Government and Council

·                The Flexible Living Homes concept

·                The shared equity model used by Argyle Housing

·                The importance of having Onerwal involved in the Ginninderry Aboriginal Advisory Group (GAAG) with other stakeholders

·         The contribution of the SPARK Program to community and individual wellbeing through skills development and job promotion


 

COMMITTEE DECISION

That the information provided in the presentation on low cost housing for Aboriginal people in the Parkwood/Ginninderry development be noted and Mr Maxwell’s offer to meet with the Committee again in six months be taken up

5.       Staff Reports

5.1     Code of Conduct 2019

 

SUMMARY

To advice members that Council has recently adopted a new Model Code of Conduct. The Code is applicable to all Committee members.

5.2     Aboriginal Consultative Committee Projects Update

 

SUMMARY

The Aboriginal Consultative Committee has several current projects that it is expected to provide advice to Council on or for its own operational procedures. This report provides an update on the status of each project.

That progress report on the Aboriginal Consultative Committee projects and the delays with the Oak Hill Scarred Trees works be noted.

That the final Plan of Management for Oak Hill and Yass Aboriginal Cemetery be signed by Council and the Onerwal Aboriginal Lands Council

SUMMARY

The Standard Committee Constitution & Instrument of Delegation provides for the preparation of an Annual Report.

 

RECOMMENDATION

That the Annual Report for 2018/19 be endorsed.

6.2     Signing of Oak Hill Plan of Management

 

 

SUMMARY

The Oak Hill Plan of Management has been in preparation since 2016 and is now ready for signature.

 

RECOMMENDATION

That the Oak Hill Plan of Management be signed.

REPORT

At its 19 March 2019 meeting the Committee recommended that the Plan of Management be signed by Council and Onerwal Local Aboriginal Land Council.

6.3     Committee Meetings in 2019-20

 

 

SUMMARY

Setting dates for Aboriginal Consultative Committee meetings for the year would facilitate the management of committee business.

 

 

RECOMMENDATION

That meetings of the Aboriginal Consultative Committee be scheduled for 4.00 pm on:

·        8 October 2019

·        3 December 2019

·        11 February 2020

·        7 April 2020

·        9 June 2020

Nil

REPORT Scheduling Aboriginal Consultative Committee meetings for 2019/20 would assist the management of Committee business, including arrangement of presentations and attendance at specific meetings by representatives of organisations wishing to liaise with the Committee.

The terms of reference for the Committee provide for quarterly meetings. Past practice has been to hold five or six meetings each year, on Tuesdays at 4.00 pm.

The following is a proposed calendar for 2019 and 2020:

·        8 October 2019

·        3 December 2019

·        11 February 2020

·        7 April 2020

·        9 June 2020

Agendas will be issued on the Tuesday prior to the meeting.

Items for inclusion in the Agenda need to be with the staff 10 days prior to issue of the Agenda.
